Yes. As I said, that is normal. ProgramData is really the same as Appication Data, so every time you go to ProgramData, it comes back to Application Data again. (Mine has a chain link icon, but that may have been added so I could identify links.) It is all the same folder. But, have you made any permissions changes on your machine?
Application Data is a legacy pointer for old XP programs and doesn't actually exist as a true file location. The actual location you want to copy to is C:\Users\username\AppData or for the locally logged in user you can use the global variable %appdata%

I thought that there were places where a program could place SDF files that all users could access and have rights to. The ProgramData directory was I thought that place. But as someone pointed out the fact that the installer adds the file as Admin whereas the users of the app have restricted rights goes to show you there is a fly in the oinment.

So I right-clicked and opened Application Data Properties/Security and tried to change the Administrator permissions, but after I checked the box for full permissions and then clicked "Apply" several other exception dialogs popped up and then the entire entry for Administrators (under Group or user names) was deleted.
