I thought that there were places where a program could place SDF files that all users could access and have rights to. The ProgramData directory was I thought that place. But as someone pointed out the fact that the installer adds the file as Admin whereas the users of the app have restricted rights goes to show you there is a fly in the oinment.

It may that the user all of the sudden decides to Run as Administrator, the the next time you wish to overwrite files you had created in an ealier run, you run into "Access Denied" as you no longer have administrative rights.
